Consultant Medical Ophthalmologist Primary Care South Tipperary for 28hpw and University Hospital Waterford for 9hpw - MEOP5675
This is an appointment to the HSE Dublin & South East Region on a Public Only Consultants Contract 2023 by the Health Service Executive. The initial commitment for this post will be to Primary Care South Tipperary for 28 hours per week and University Hospital Waterford for 9 hours. This post may be subject to restructuring in the future to facilitate the reorganisation of acute services in line with new clinical models of acute and community services. It is noted that the post must be congruent with the requirements of, and facilitate implementation of national health policy, the HSE's National Clinical Programmes including commitment to deliver the relevant performance outcomes.

This is a new post aligned with the National Clinical Programme for Ophthalmology based on an integrated care model. The successful post holder will work with the Ophthalmology Consultants based at University Hospital Waterford to develop and deliver an integrated model of eye services as set out in the National Programme.
It is envisaged that a component of delivery of subspecialist eye care is dependent on local need and may include retinal laser treatments, delivery of intravitreal injections, interpretation of complex imaging of the ocular anatomy (retinal photography, optical coherence tomography (OCT), OCT angiography (OCTA), fluorescein angiography (FFA) indocyanine green (ICG) ) or function (perimetry, ocular electrophysiology etc). Access to such services will be provided and organised to enable continuity of care so that patients have their investigations / treatments performed by the same specialist in a connected integrated healthcare system.
The role of the Consultant Medical Ophthalmologist will also include provision of a minor operations list, support to patients with visual impairment and organisation of access to visual rehabilitation and social support services.

To facilitate the development of eye care services at a regional level as outlined in the National Clinical Programme for Ophthalmology and co-develop an integrated eye-care service with University Hospital Waterford
This is a new post aligned with the National Clinical Programme for Ophthalmology based on an integrated care model. The NCP for Ophthalmology recommends the integration of hospital and community care, with clinicians and care providers working in teams, as the best approach to deliver care for patients and to address the structural deficits in the current system and improving the clinical governance and quality of Community Ophthalmic services with their area of responsibility. The efficient operation of the multidisciplinary team (MDT) is critical to the delivery of primary eye care.
The successful candidate, will work with the existing Ophthalmology Consultants based at University Hospital Waterford (UHW) in developing and delivering an integrated, effective hub and spoke model of eye services as set out in the National Clinical Programme for Ophthalmology (2017). They will participate in the Ophthalmology on-call rota in University Hospital Waterford.
The successful candidate will be a key member of the implementation group, tasked with implementation of integrated eye-care services and be involved from the outset in each stage of strategic planning, through to the maintenance, monitoring and evaluation of the delivery of integrated care services including the evaluation of treatment protocols and referral criteria outlined in above.
The post holder will have a leadership role in the integrated eye-service and hold a level of clinical expertise compatible with the provision of clinical oversight and governance for the MDT eye team including trainees (when assigned), nurses (staff and Clinical nurse specialists), optometrists, orthoptists and ophthalmic technicians.
