Role Overview

The Minister for Social Protection invites applications from suitably qualified candidates to fill the positions of Chairperson and Ordinary Members to the Board of the Citizens Information Board.

I. Role of Chairperson

Candidate’s attention is drawn to the general details of the role of Chairperson as set out on page 18 of the Code which can be found here.  The Principle states:-

  1. The Chairperson is responsible for leadership of the board and ensuring its effectiveness on all aspects of its role.
  2. The Chairperson should display high standards of integrity and probity and set expectations regarding culture, values, and behaviours for the State body and for the tone of discussions at board level.

 

Essential

Candidates wishing to apply must demonstrate in their application evidence of experience at the appropriately senior level in the following areas:

  • Demonstrable experience and capability at an appropriately senior level in the public or private sector.
  • A demonstrable understanding of the public sector environment and corporate governance in the public sector.
  • Commitment to public service values.
  • A demonstrable understanding and knowledge of the areas relevant to CIB’s legislative remit.
  • Considerable and relevant experience in Corporate Governance and Compliance.
  • A demonstrable understanding and knowledge of the community and voluntary sector in which CIB and its service delivery companies operate
  • Strong evidence of leadership and change management experience which demonstrates the ability to Chair a Board.
  • Significant Board membership experience.
  • Proven ability to develop, implement and monitor medium to long term strategic plans (e.g., 3–5 year business strategies)
  • Demonstrated experience in managing multiple stakeholders with different priorities, ensuring effective communication, alignment and collaboration across diverse groups. 

Desirable

It is also desirable that candidates demonstrate evidence of experience in the following:

  • Evidence of highly developed oral, written, presentation and leadership skills, with the ability to develop, communicate and gain ownership for a clear vision and direction.
  • Effective communicator, open to new ideas and initiatives but capable of constructively challenging the opinions of others, while working to achieve a shared consensus and collective responsibility.

 

II. Role of Ordinary Members

Candidates’ attention is drawn to the provisions of the Code of Practice for the Governance of State Bodies in relation to the role of a board member, where the principle states: -

  • Each state body should be headed by an effective board which is collectively responsible for the long-term sustainability of the body.
  • Non-executive board members should bring an independent judgement to bear on issues of strategy, performance resources, key appointments and standard of conduct.

Essential

Candidates wishing to apply must demonstrate in their application evidence of experience at the appropriately senior level in the following two areas:

  • Corporate Governance:
  • Evidence of relevant expertise and experience in corporate governance, including financial governance.
  • Demonstrated understanding of the economic, social, cultural, strategic and political environment, including the prevalence of mis and disinformation at a national and global level, in which the Citizens Information Board and its funded companies operate.
  • Demonstrated ability, through relevant experience, to contribute to the long-term sustainability of the Citizens Information Board and public services

  • Service Delivery and Performance Management:
  • Relevant expertise and experience in effective service delivery management, examples may include in the development of digital services and in the use of data, indicators and metrics to understand and report on an organisation’s performance and impact.
  • Expertise in change management and driving strategic change
  • A commitment to and understanding of public services and their evolving role and importance in the current economic environment.
  • Commitment, strategic vision and ability to work well at a senior level in an organisation.

 

Desirable

It is also desirable that candidates demonstrate evidence of experience in the following areas:

1. Corporate Governance and Compliance

  • Background and expertise in public affairs and communications
  • Experience of operating in a complex organisational structure with strong practical understanding of risk management, audit and compliance.
  • A background in public affairs, corporate legal services, consultancy, auditing, or accountancy (Chartered Accountants or another recognised Irish accounting qualification).
  • Expertise and recent experience in ICT and data protection matters
  • A proactive approach in keeping up to date on key issues and developments that may impact on the provision of information, advocacy and advice services, locally, regionally and nationally.

 

2. Service Delivery and Performance Management

  • A comprehensive understanding of the diverse population in Ireland and factors that influences their preferred methods for accessing information, advice, and advocacy
  • High level experience of service management, at a national level.
  • Experience in volunteering or the management and oversight of volunteers.
  • A pragmatic understanding of the needs of people at a local, community level and how best to provide information and advice to meet those needs.
  • Practical experience of the provision of information or advice to people at a local or regional level, either in a paid or voluntary capacity.
  • Experience of delivering advice, supports or services to local communities in either an urban or rural setting.
  • Has a knowledge and familiarity with developments in the ever-changing digital environment and how they could assist the Citizens Information Board to support its work and that of the services it funds.
  • Familiarity with disability supports and services in Ireland, nationally and at a community level.
