LPPSPS05 Consultant General Adult Psychiatrist
This is an appointment to the HSE Dublin & Midlands Region on a Public Only Consultants’ Contract 2023 by the Health Service Executive. The initial commitment for this post will be to MHS Dublin South Central for 23.5 hours per week and Tallaght University Hospital for 13.5 hours. This post may be subject to restructuring in the future to facilitate the reorganisation of acute services in line with new clinical models of acute and community services. It is noted that the post must be congruent with the requirements of, and facilitate implementation of national health policy, the HSE’s National Clinical Programmes including commitment to deliver the relevant performance outcomes.
The Strategy for Psychiatric Rehabilitation Services is the Vision for Change: (Govt of Ireland 2006) and with some additional recommendations in Sharing the Vision - A Mental Health Policy for Everyone (Govt of Ireland June 2020).
RECOMMENDATION 12.2 of Vision for Change was for 39 rehabilitation and recovery CMHTs to be established nationally, with assigned sector populations of 100,000. Assertive outreach teams providing community-based interventions were to be the principal modality through which these teams worked.
Dublin West and South West Mental Health Services provide specialist mental health services to people living in south-west Dublin on behalf of the HSE, with a comprehensive range of community-based mental health services to a population of over 273,000.
The Consultant and team will follow the plan for services outlined in the HSE “Model of Care for People with Severe and Enduring Mental Illness and Complex Needs”.
These are included in the National Capital plan and are at an advanced stage of planning.
It is envisaged that these residences will foster recovery skills acquisition and progress towards greater independence and an enhanced quality of life for these service users with complex mental illness.

The headquarters of our Rehabilitation and Recovery service is based at The Ballyfermot Primary Care Centre, Upper Ballyfermot Road, Ballyfermot, D10 C973. The service is composed of:
1) A Residential programme and 2) An Assertive Outreach Team (AOT) component.
The Community Based Residential Rehabilitation service consists of high, medium, and low support residences as follows:
High Support: There are 4 High support residences which are staffed for 24 hours :
Medium Support: There are 2 medium support residences which are staffed until 20.00 each day.
Low Support: There are 6 low support residences within our service. The residents in these houses are supported by the AOT.
The appointment is whole-time, permanent and pensionable.
The annual salary will be as set out in the Public Only Consultants’ Contract 2023. Medical Consultants Salary Scales from 1st June 2026:

The standard working week applying to the post is: 37 hours per week.
The annual leave associated with the post is: 30 Working Days per annum.
