Consultant Child & Adolescent Psychiatrist S.I. Psychiatry Of Learning Disability MHS Donegal for 37 hours per week.
This is an appointment to HSE West & North West Region on a Public Only Consultants’ Contract 2023 by the Health Service Executive. The initial commitment for this post will be to MHS Donegal for 37 hours per week. This post may be subject to restructuring in the future to facilitate the reorganisation of acute services in line with new clinical models of acute and community services. It is noted that the post must be congruent with the requirements of, and facilitate implementation of national health policy, the HSE’s National Clinical Programmes including commitment to deliver the relevant performance outcomes.
To participate in development of and undertake all duties and functions pertinent to the Consultant’s area of competence, as set out within the Clinical Directorate Service Plan and in line with policies as specified by the Employer.
To ensure that duties and functions are undertaken in a manner that minimises delays for patients and possible disruption of services.
To work within the framework of the hospital / agency’s service plan and / or levels of service (volume, types etc.) as determined by the Employer. Service planning for individual clinical services will be progressed through the Clinical Directorate structure or other arrangements as apply.

The establishment of a consultant led multidisciplinary team to provide mental health services to children and adolescents with intellectual disabilities in line with "A Vision for Change" (2006) and "Sharing the Vision A Mental Health Policy for Everyone" (2021) both stating there should be specialist mental health services dedicated to this cohort of young people. Ireland has also signed up to the United Nations Convention on the "Rights of Persons with Disabilities" (2007) affirming that all persons with a disability must enjoy the same fundamental human rights and basic freedoms as do those without a disability which of course includes provision of better mental health services. The consultant led team will provide assessment, diagnosis and an integrated individual care plan for the treatment and care of the child or adolescent as recommended in the CAMHS-ID National Model of Service, National Clinical Programme for Paediatrics and Neurology – A National Model of Care for Paediatric Healthcare Service in Ireland. Team attendance at Primary Care and Children's Disability Network meetings with other agencies involved in the child's care will be the norm. The team will also have a key role in providing support to teachers in both mainstream and special needs schools and also to staff in residential placements.
The appointment is whole-time, permanent and pensionable.
The annual salary will be as set out in the Public Only Consultants’ Contract 2023. Medical Consultants Salary Scales from 1st March 2025:
€231,215 €243,713 €256,906 €263,850 €270,793 €277,736
Incremental credit is awarded in respect of previous experience at Consultant level.
The standard working week applying to the post is: 37 hours per week.
The annual leave associated with the post is: 30 Working Days per annum and as determined by the Organisation of Working Time Act 1997.
